PRÁTICAS EMPREENDEDORAS EM UNIVERSIDADES FEDERAIS NUMA PERSPECTIVA DA QUÁDRUPLA HÉLICE

Resumen


As universidades federais são atores importantes no desenvolvimento socioeconômico na medida em que o conhecimento se transforma em soluções úteis para demandas da sociedade. Este estudo buscou identificar práticas empreendedoras em Universidades Federais numa perspectiva de Quádrupla Hélice. Trata-se de uma pesquisa qualitativa, por meio de estudo de casos múltiplos em 10 instituições das regiões Norte e Nordeste do Brasil. Entrevistou-se 10 reitores, selecionados por acessibilidade, sendo 3 (três) da Região Norte e 7 (sete) da Região Nordeste. A pesquisa baseou-se nas sete dimensões empreendedoras da OECD . Seus dados foram analisados por meio da análise de conteúdo de Bardin e seus principais resultados foram: (i) as práticas empreendedoras são pulverizadas e sem integração entre as áreas; (ii) a cultura do empreendedorismo não está institucionalizada; (iii) a oferta de disciplina e o apoio a empresas juniores incentivam a mentalidade empreendedora; (iv) há apoio para alunos empreendedores, porém, é incipiente para funcionários; (v) os NITs articulam as ações empreendedoras, mas não estão devidamente estruturados; (vi) as relações predominantes são com atores público-privados e frágeis com entidades profissionais e egressos; (vii) há dificuldades de transferir tecnologias; (viii) as fontes de receitas não são diversificadas e dependem de recursos públicos; (ix) há parcerias internacionais, porém, restrições orçamentárias para mobilidade de funcionários e alunos; (x) os indicadores de empreendedorismo para ensino e aprendizagem são frágeis.
